Beginnings and Milestones

Graduate School Timeline
1980
On December 24, 1980, by virtue of Batas Pambansa Blg. 91, the Mambusao Agricultural and Technical College (MATEC) based in Burias, Mambusao, Capiz was merged with the Capiz Agricultural and Fishery School in Bailan, Pontevedra, Capiz to become the Panay State Polytechnic College (PSPC). One of the provisions of the law authorized the College to offer graduate education with various fields of specialization.
1975
When the Master of Arts in Teaching Elementary Agriculture (MATEA) was opened, the College was identified as a Learning Center in the province of Capiz. Under this entity were the sublearning centers in Cuartero, Dao, Dumalag, Dumarao, Sigma, Sapian, Tapaz, Jamindan and Mambusao.
1982
The curricular program expanded to Master in Agriculture, Master of Science, and Master of Arts in Teaching with major fields in English, Filipino, Science and Mathematics.
1987
On April 29, 1987, the Board of Trustees approved establishment of the Graduate School. Dr. Leopoldo Ramos became the first Dean and Dr. Lucita Suelo the Associate Dean.
1991 onwards
In the succeeding years, the curricular program expanded to more fields of study, as follows.
1991–1992
The Graduate School offered two degrees, namely: Doctor of Education major in Educational Management and Master in Public Administration.
1996
The Doctor of Philosophy Major in Agronomy and Doctor of Philosophy Major in Animal Science were offered
1996
The Panay State Polytechnic College partnered with Aklan State College of Agriculture to form the Graduate Education Consortium which accommodated ASCA’s faculty and students to enrol in PSPC. The consortium also sent PSPC professors to teach in ASCA.
1997
Graduate classes were conducted in Poblacion Mambusao Campus.
2003
Board of Trustees approved the Doctor of Public Administration
2004
The GS hosted the first batch of enrolees for the Doctor of Public Administration.
The Panay State Polytechnic College (PSPC) was converted to Capiz State University (CapSU).
2006
The Accrediting Agency of Charted Colleges and Universities of the Philippines (AACUP) accredited the fields of study of CapSU Graduate School Program—Master in Management Major in Educational Management, Master in Public Administration, and PhD in Agronomy and Animal Science.

Vision
The Capiz State University is as an institution of higher learning, imbued with ideals committed to quality research, extension and entrepreneurship geared towards the attainment of academic excellence, sustainable development and global competitiveness.
Mission
The University shall provide advanced instruction and professional training in agriculture, fishery and forestry, science and technology, arts and humanities, education and other related fields. It shall also undertake research, extension services and production activities and provide progressive leadership in its areas of specialization.

Objectives of the CapSU Graduate School
The Capiz State University Graduate School seeks to—
- foster a deeper, broader, and updated knowledge and skills in the student’s field of specialization and stimulate enthusiasm for continued professional growth;
- afford opportunities for leadership training in agriculture, technical & educational fields;
- provide highly qualified manpower in line with government & non-government thrusts for rural development;
- stimulate and maintain a functional and relevant research programs and activities for the generation & advancement of the frontiers of knowledge; and
- serve as a channel for the conservation, transmission and extension of knowledge for the enrichment of the cultural heritage.
